Basic premise of casino regulations
The Act on Development of Specified Integrated Resort Districts (“the IR District Development Act”) aims to realize attractive stay-type tourism which is highly competitive in the international markets by promoting the development of integrated resort (IR) districts through the use of profits from the sound casino business operated under the appropriate supervision and administration by the national government. Therefore, to achieve the purpose of the IRs, it is a prerequisite that the casinos established within the IRs are operated in a sound manner.
In order to realize sound casino business, the IR District Development Act specifies thorough measures to address various concerns associated with casinos. The mission of the Japan Casino Regulatory Commission (JCRC) is to ensure public trust in casino administration by steadily enforcing strict casino regulations in accordance with relevant laws and regulations and having casino business operated under appropriate supervision and administration by the national government.
